The development, management and coordination within its land, sea and air components of a joint military force able to fulfill the constitutional mission of safeguarding the independence, sovereignty and territorial integrity of the country, supporting and protecting the civilians in time of peace, crisis and war, contributing for the peace and security in the region and beyond, and supporting or engaging in the process of Euro-Atlantic integration and cooperation and other regional initiatives in the field of security.




Structure of General Staff

General Staff of the Armed Forces

General Staff of the Armed Forces is the highest organizational military structure of the Armed Forces and performs unique command of the Armed Forces of the Republic of Albania. It is responsible for the creation of a joint and unified military force within the Ground Forces, Navy and Air Force, capable to fulfill the constitutional mission of the Armed Forces.

General Staff acts as a united staff of Land Forces, Navy, Air Force and is responsible for the common preparation and training of these three components in order to accomplish all their tasks as facing threats, against security risks, supporting the country's defense programming regarding missions, operations, training, exercising, strategic assessment of threats, risks and measures to cope with them, preparation, direction and leading of military operations and the direction of the Armed Forces, the logistical support, the design of requirements for the further development and equipments of the Armed Forces, efficient use of defense sources to make them interoperable and able to perform missions in international military operations, the fulfillment of the obligations arising from cooperation and interoperability agreements with NATO, coordination of joint exercises, the development of command, leadership and communication systems in the Armed Forces.

The General Staff, in time of war, acts as the Headquarter of the President, who is the Commander-in-Chief of the Armed Forces.

Chief of General Staff

Chief of the General Staff (CHOD) reports to the President of the Republic, Prime Minister and Minister of Defense; he directs preparation and military readiness of the Armed Forces, provides military personnel through defense integrated staff and Personnel Recruitment Centre, and takes the leadership and organization of military and nonmilitary operations.

Department of Human Resources

The Department of Human Resources provides operational personnel to carry out missions, operations, exercising and to cope with emergencies that the Armed Forces of Republic of Albania (AFRA) commit at home and abroad.

Department of Intelligence

Intelligence Department is responsible for supporting with intelligence information and security measures CHOD of AF, and in coordination with MIS (Military Intelligence Service) supports with intelligence, information the Armed Forces’ structures, designs priority, annual and special requirements for intelligence information towards MIS and Command Forces, develops intelligence and counterintelligence doctrine, security concepts, procedures and standards of military intelligence, supports reconnaissance operations committed by our military forces in peacetime, crisis and war.

Department of Operations and Training

The Department of Operations and Training is responsible for planning the military preparation and of operational use of the Armed Forces in carrying out combat and non-combat tasks, for the preparation of deployment plan as well as the examination and assessment of the state of operability levels, readiness, training and coaching of Armed Forces’ structures.

Department of Logistics

The mission of Logistics’ Department is planning, developing and monitoring the AF logistics support in peacetime, crisis and war, at home and abroad. The department develops logistics concepts, logistic management policies, operational standards, codification and digiatlization of the logistics functions and services.

Department of Planning and Monitoring the Defense

The Department of Planning and Monitoring the Defense is responsible for the planning, design, integration and monitoring the development and modernization plans of the Armed Forces in the interest of increasing the military capacity to fulfill the mission of the Armed Forces.

Department of Communications

Department of Communications is responsible for planning, organizing, developing and modernizing Information and Communication Systems to support the Command and Control of AF as well as providing communication interoperability with NATO systems, EU and UN.

Department of Programming the Defense

The Department of Programming the Defense is responsible for the preparation of defense programs, improving the processes associated with the preparation, review and implementation of defense programs, preparation of cost and effective use of resources to achieve operational capacity.

Department of Civil-Military Cooperation

Department of Civil-Military Cooperation is responsible for coordination and cooperation between local authorities and FA, civil entities and FA, agencies, governmental and non-governmental organizations and FA to support the implementation of the objectives and the performance of AF missions and operations at home and abroad.

Health Inspectorate

Health Inspectorate is responsible for planning and coordinating medical support to the personnel of the Armed Forces in peacetime and for supporting the combat and non-combat military operations at home and abroad.


Over one century of the Albanian State history (1912-2012), the National Army has been led from General Staff and Headquarters along with the Ministry of War. The Albanian military tradition has existed since the Illyrian army, Skanderbeg’s army, in the Patriarchy of Bushatllinj’s army and in Patriarchy of Ali Pasha’s army till the League of Prizren’s army. These are the brightest pages of the albanian history and military tradition.

General Staff of the Independent Albanian State Armed Forces was established on May 4, 1913 in Vlora, with the approval of Vlora Interim Government headed by Ismail Qemal Vlora. Its first name was "Shtati Madhnuer" changed later in "Supreme Staff", and was headed by Major Ali Shefqet Shkupi. The Headquarters were in Vlora.

On the head of the Major Staff was: Major Ali Shefqet Shkupi (4 May 1913); Brigadier General Ali Riza Kolonja (November 1920); Major Xhavid Leskoviku (December 1921); Major Bajram Fevziu (June 1923); Austrian General Gustav Von Myrdacz (Jannuary 1925). On April 7, 1939, because of the Italian fascist occupation, the Albanian Armed Forces ceased to exist .
During 10 July 1943-August 1946 at the head of General Staff of ANLA was Major General Spiro Moisiu; Major General Mehmet Shehu (August 1946); Major General Beqir Balluku (1952); Major General Arif Hasko (1954); Lieutenant General Petrit Dume (1956); Sami Meçollari (1974); Veli Llakaj (1975); Kiço Mustaqi (1982); Colonel Halim Abazi (February-June 1991); Major General Kostaq Karoli (June '91-August '92); Lieutenant General Ilia Vasho (1992-1994); Four-Star General Sheme Kosova (1994-1997); Major General Adem Çopani (Mars-August 1997); Brigadier General Aleks Andoni (1997-2000); Lieutenant General Pëllumb Qazimi (2000-2006); Lieutenant General Luan Hoxha (October 2006-June 2008); Major General Maksim Malaj (June 2008-July 2011); Major General Xhemal Gjunkshi (gusht 2011-nëntor 2013); Major General  Jeronim Bazo (nëntor 2013-janar 2017).
