Personnel Recruitment Centre (PRC)

Personnel Recruitment Centre (PRC) is another support unit of General Staff.

It recruits candidates for officers and professional soldiers, develops and manages documents and records of active, in reserve/release military personnel and of the civil personnel, provides support with psychosocial services to the Armed Forces personnel, promotes the rights in relation to gender equality and equal opportunities, and carries out the financial treatment of the military personnel in reserve or release. The PRC provides to the citizens the certificates of performing the compulsory military service. The PRC provided service on the additional benefits for the military personnel in reserve/release or their families, on: the treatment with transitional payment; early pension for seniority; supplementary pension, full retirement pension, supplementary disability pension, family supplementary pension when because of duty they lose their life, etc.

Mission and Tasks

Mission:

Recruits candidates for officers and professional soldiers, develops and manages documents and records of active, in reserve/release military personnel and of the civil personnel, provides support with psychosocial services to Armed Forces personnel, promotes equality rights in relation to gender and equal opportunities, and carries out the financial treatment of the military personnel in reserve or release.

 Tasks:

-    Recruits candidates for officers and professional soldiers, according to the plan approved by the General Staff of the Armed Forces;
-    It is responsible for the standardization, automation, management and updating of the records of the active personnel of the Armed Forces, as well as of the personnel in reserve and release;
-    Provides the support with psychosocial services to the Armed Forces;
-    Plans, designs and coordinates the implementation of procedures to ensure equal chances and opportunities for the candidates to serve in the Armed Forces, regardless of the religious, regional or racial affiliation.
-    Carries out the financial treatment of the military personnel in reserve or release;
-    Supports with personnel data the commands, departments and career committees;
-    Plans and organizes promotional and informational activities for the recruitment in the Armed Forces;
-    Provides services to the citizens for obtaining certificates of performing the compulsory military service, as well as to the military personnel in release and in reserve, to fill out the additional documentation for supplementary benefits, etc.

Structure

The Personnel Recruitment Centre consists of:

-    Administration Sector,
-    Recruitment Sector (includes 12 Recruiting Offices in districts),
-    Evidence and Records Sector,
-    The Sector of Financial Treatment of Officers in Reserve and Release,
-    Psychosocial Sector, and
-    Equal Chances Sector.

Services

1. Certificate of performing compulsory military service.

The PRC provides to the citizens the certificates for performing the compulsory military service. The application for this certificate, for the city of Tirana, can be made at PRC’s Information Office, while other for districts, it is can be made at the Recruiting Offices, at district level.

Application Documentation:

-    Written request according to the application format at the Information Office in Tirana and Recruiting Offices for the districts.
-    Photocopy of the identity card.
-    Family Certificate, only for those who have changed name, surname, etc.

The procedure for obtaining a certificate:

For the citizens residing in the city of Tirana, the certificate is filled up and delivered to citizen one day after the application. For citizens residing in other cities, the certificate is filled up and delivered three times a month at the Recruitment Office where he/she has applied. For special occasions, the citizen who applies to PRC, the certificate is delivered as for the residents of the city of Tirana.

History

Pursuant to the Decree of the President of the Republic of Albania, no. 1510, dated 13.11.2006 “On the approval of the organizational structure of the Armed Forces”, the Minister of Defence by order no. 98, dated 22.06.2007 “On the approval of the Table of Organization and Equipment of the Personnel Recruitment Centre”, approved PRC structure; June 22, 2007 marks the date of the establishment of this structure.
